It means that a trivial person cannot understand the far-reaching aspirations of a great man. Enjaku” refers to the swallow and the sparrow. Koukoku” refers to the big birds ‘Otori’ and ‘Kugui’. It means how can a small bird understand the heart of a big bird?

This word is derived from “Chen Shoujie” in “Shiji” (The History of China).
